Texas Auto Insurance: What Does ‘Liability-Only’ Cover?
A plain-language guide to Texas 30/60/25 liability limits, what they pay for, and when a deductible applies.
First: “liability-only” is not an official policy term
In everyday conversation, many people call a policy with mainly liability coverage “liability-only.” You will not usually find that exact label on the declarations page.
Liability coverage is designed for injuries and property damage you cause to other people when you are responsible for an accident. It is not the part of the policy that normally repairs your own vehicle.
What 30 / 60 / 25 means
When a Texas policy shows 30/60/25, the numbers are generally expressed in thousands of dollars and describe three separate liability limits.
- 30: up to $30,000 for bodily injury to one person.
- 60: up to $60,000 total bodily-injury coverage for all injured third parties in one accident.
- 25: up to $25,000 for third-party property damage in one accident.
Why the limits matter
The three limits are separate; money from one bucket does not automatically increase another. Two policies may both be casually called “liability-only” while providing very different protection.
For example, if you are responsible for an accident with one injured person whose medical costs are $40,000 and $30,000 of property damage, a 30/60/25 policy may leave amounts above those applicable limits for you to address personally.
When does a deductible apply?
A deductible is the amount you agree to pay before the insurer pays a covered loss. It is most commonly connected to coverage for damage to your own vehicle or property.
That is why liability coverage generally does not have a deductible: it addresses a third party’s covered loss. Collision and comprehensive coverage, by contrast, commonly have a deductible you choose when buying the policy.
- Liability: third-party injuries and property damage; usually no deductible.
- Collision: damage to your vehicle from a collision; deductible commonly applies.
- Comprehensive: theft, hail, flood, vandalism, and similar covered events; deductible commonly applies.
- UMPD: Texas rules may include a statutory deductible; ask about the coverage shown on your own policy.
A higher deductible can lower premium—but shifts cost to a claim
All else being equal, choosing a higher deductible can reduce premium. The tradeoff is that you may need more cash available after a covered loss.
Collision and comprehensive deductibles can be different. A practical question is: if you needed to pay this amount tomorrow, would it put pressure on your budget?
Four common misunderstandings
These shortcuts can make a policy sound simpler than it really is.
- “Liability-only covers everything.” It mainly addresses covered third-party losses when you are responsible.
- “Liability repairs my car.” Your own vehicle is generally addressed by collision or comprehensive coverage.
- “A deductible is paid once a year.” It generally applies per covered loss, subject to the policy.
- “All liability-only policies are the same.” Limits and added coverages can vary substantially.
How to check your own policy
Open the declarations page—the summary page near the front of your policy—and look for these items.
- Find the three liability numbers shown next to bodily injury and property damage.
- Check whether collision and comprehensive are listed, along with each deductible.
- Look for PIP and UM/UIM coverage, and any signed rejection forms if applicable.
- Ask your agent to explain any line you do not recognize before you need to make a claim.

Deductible
